The Congressional Research Service (CRS) released a report titled “State, Foreign Operations, and Related Programs: FY2012 Budget and Appropriations”. According to the summary, “[t]his report analyzes the FY2012 request, including State Department, international broadcasting, and foreign aid highlights, recent-year funding trends, and congressional action related to FY2012 State-Foreign Operations legislation.”

CRS releases report on the Global Fund to Fight AIDS, Tuberculosis and Malaria

The Congressional Research Service (CRS) released a report titled “The Global Fund to Fight AIDS, Tuberculosis, and Malaria: Issues for Congress and U.S. Contributions from FY2001 to the FY2012 Request.” In addition to background information and a summary of U.S. contributions to the Global Fund, the report “discusses changes the Global Fund has made to improve the efficiency of its programs and address allegations of corruption, . . . and analyzes issues Congress might consider as it debates the appropriate level of U.S support to provide the Fund.”

USAID releases “2010 Health Research Report to Congress: Health Systems Strengthening Chapter”

The United States Agency for International Development (USAID) released “2010 Health Research Report to Congress: Health Systems Strengthening Chapter,” the fourth installment of the final annual update on the results of USAID’s 2006-2010 health research strategy. The first installment was a chapter on HIV/AIDS, the second installment was a chapter on maternal health, and the third installment was on newborn health.

Administrator Shah delivers speech titled “Modern Development Enterprise” and announces new evaluation policy

U.S. Agency for International Development (USAID) Administrator Dr. Rajiv Shah delivered a speech titled “The Modern Development Enterprise” at the Center for Global Development. During his remarks, Administrator Shah emphasized the importance of monitoring and evaluation of U.S. development efforts and announced the release of USAID’s new evaluation policy.

CRS Report – Centers for Disease Control and Prevention Global Health Programs: FY2001-FY2011

From the report summary: “This report explains the role CDC plays in U.S. global health assistance, highlights how much the agency has spent on global health efforts from FY2001 to FY2010, and discusses how funding to each of its programs has changed during this period.”

S. 2971 – Foreign Relations Authorization Act, Fiscal Years 2010 and 2011

Among other things, the bill authorizes personnel increases at the State Department and the United States Agency for International Development (USAID). The bill also changes the Millennium Challenge Corporation (MCC) by allowing the development of concurrent and subsequent Compacts.

Administration statements in observance of World Malaria Day

U.S. Agency for International Development (USAID) released a statement commemorating World Malaria Day and announced the release of the Malaria Five Year Strategy and the President’s Malaria Initiative’s (PMI) fourth annual report. Secretary of State Hillary Clinton, Dr. B.F. (Lee) Hall and Dr. Anthony Fauci of the National Institute of Allergy and Infectious Diseases (NIAID) at the National Institutes of Health (NIH), and the Peace Corps also released statements commemorating World Malaria Day.

State Department Official discusses health and food security in a speech titled “U.S.-Africa Policy Under the Obama Administration”

In a speech titled “U.S.-Africa Policy Under the Obama Administration” given at the Harvard University Africa Focus Program, Johnnie Carson, Assistant Secretary, Bureau of African Affairs, outlined the areas of focus for U.S. work with African countries including food security and health. During his remarks, Assistant Secretary Carson discussed the Global Hunger and Food Security Initiative (GHFSI), the Obama Administration’s efforts to address health issues through the President’s Emergency Plan for AIDS Relief (PEPFAR) and the Global Health Initiative (GHI).

Administration releases the “Lantos-Hyde United States Government Malaria Strategy”

The strategy outlines the goals, targets, and interventions that will guide the USG malaria programs from 2009-2014. The strategy provides details on the role of USG malaria programs in the Global Health Initiative (GHI), including the President’s Malaria Initiative (PMI), and aims to reduce the impact of malaria by focusing on Africa, incorporating a woman-centered approach, limiting the spread of drug resistant malaria, integrating with other health interventions, strengthening health systems, and linking U.S. government efforts to host-country strategies.
