House & Senate pass full-year Continuing Resolution for FY13

The House and Senate passed the “Consolidated and Further Continuing Appropriations Act, 2013” (H.R. 933) providing funding for the government for the remainder of the 2013 Fiscal Year. The legislation specifies funding levels for some, but not all, global health programs at the State Department and United States Agency for International Development (USAID) and calls for a 0.1% rescission to “security” appropriations, which includes funding at these two agencies.  It also states that sequestration, if in effect, will continue to apply to each discretionary account.

**The FY 2012 enacted amounts for HIV/AIDS and the Global Fund were $4.493 billion and $1.050 billion, respectively. During FY 2012, however, the Administration transferred $250 million from the HIV/AIDS bilateral line to the Global Fund.
