President-elect Joe Biden campaigned on restoring the Title X family planning program that has been diminished under the Trump Administration. The Biden Administration will likely take executive action to reverse the Trump Administration regulations and restore access to Title X funded services to parts of the country that have lost federal support as a result of the regulations. This executive action could also restore the standards of care that were previously required by the Title X program, including provision of abortion referrals when requested and non-directive pregnancy options counseling, as well as allowing family planning sites to provide abortion services with non-federal funding. New regulations would also have an impact on the ongoing litigation challenging the Trump Administration regulations.
