Data reflect spending per enrollee for each state during this period using expenditures summed across the 4 quarters and the highest level of enrollment reported. Data were not reported for California and North Dakota. All but 2 of these states (MI and NH) implemented the expansion January 2014; MI’s expansion became effective April 1, 2014 and NH’s expansion became effective August 15, 2014.
