Elizabeth (Libby) Hinton is an associate director with KFF’s Program on Medicaid and the Uninsured, where she focuses primarily on studying issues related to Medicaid managed care and on tracking Section 1115 Medicaid waivers. Hinton also oversees KFF’s annual 50-state Medicaid budget survey, which examines trends in Medicaid spending and enrollment as well as policy changes in other key areas.
Prior to joining KFF in 2015, Hinton served as a research project coordinator at the U.S. Department of Veterans Affairs Center for Health Services Research and Development in Primary Care and as a research analyst at the North Carolina Institute of Medicine. She holds a Master of Science in Public Health in health policy and management from the University of North Carolina at Chapel Hill.
