A big problem in Puerto Rico is that most homes aren’t air conditioned and many lack screens, so residents are exposed to more mosquitoes. … The Obama administration has asked Congress for more than $200 million to help Puerto Rico protect residents…” (Allen/Arrieta, 2/29).
