About The Groups Described In This Report
- Three percent of non-group enrollees overall are in ACA-compliant plans that were purchased through a broker but were unsure if their plan was purchased through an Exchange or not. These respondents are not included in either the “Exchange” or “Compliant, non-Exchange” groups.
- Nine percent of non-group enrollees overall are in ACA-compliant plans and either say they were covered by some other type of insurance (including Medicaid) before purchasing their current plan or did not answer the question about previous insurance status. These respondents are not included in any of the breakout groups of ACA-compliant plans by prior insurance status.

- Among those in Marketplace plans who report a metal level, the distribution of self-reported responses in the survey looks somewhat different from administrative data released by the Department of Health and Human Services (http://aspe.hhs.gov/health/reports/2014/MarketPlaceEnrollment/Apr2014/ib_2014Apr_enrollment.pdf). Silver is the most common metal tier in both data sources, but the survey finds a somewhat lower share reporting Silver plans (48 percent versus 65 percent) and a somewhat higher share reporting Bronze plans (30 percent versus 20 percent) compared with HHS. Differences between self-reported data from surveys and administrative data are not uncommon, particularly when it comes to a complicated topic like details about one’s health insurance plan.
