"Quadrennial Diplomacy and Development Review Act of 2012" introduced in Senate

Senator John Kerry (D-MA) introduced the “Quadrennial Diplomacy and Development Review Act of 2012” (S. 3341), which requires the Secretary of State to conduct a review of U.S. diplomacy and development efforts every four years. Among other things, the bill states that “[e]ach quadrennial diplomacy and development review (QDDR) shall be a comprehensive examination of the national diplomacy and development policy and strategic framework of the United States,” and outlines specific areas and topics that should be reviewed and addressed.

Senate Committee on Foreign Relations approves Senator Paul Simon Water for the World Act of 2011

The Senate Committee on Foreign Relations approved the “Senator Paul Simon Water for the World Act of 2011” (S. 641). The stated purpose of the bill, which was originally introduced in March of 2011, is “(1) to enable first-time access to safe water and sanitation, on a sustainable basis, for 100,000,000 people in high priority countries . . . within 6 years of the date of enactment of this Act through direct funding, development activities, and partnerships; and (2) to enhance the capacity of the United States Government to fully implement the Senator Paul Simon Water for the Poor Act of 2005.” Among other things, the proposed bill would create water related positions at both the U.S. Agency for International Development (USAID) and the State Department and also authorizes specific water and sanitation related activities.

Foreign Aid Transparency and Accountability Act introduced in the Senate

Senator Richard Lugar (R-IN) introduced the Foreign Aid Transparency and Accountability Act of 2012 (S. 3310), which would establish guidelines for the monitoring and evaluation of U.S. foreign assistance programs. The bill would also require the Administration to establish and maintain a website providing detailed information on U.S. foreign assistance programs.

Senate Appropriations Committee approves Labor HHS Appropriations Bill

The Senate Committee on Appropriations approved the FY 2013 Labor, Health & Human Services, Education and Related Agencies appropriations bill by a vote of 16-14. A report released by the committee provided the funding levels for global health programs at the Centers for Disease Control and Prevention (CDC), which comprises a portion of the Global Health Initiative (GHI) budget, and the John E. Fogarty International Center. Additional funding for global health programs and research conducted by the National Institutes of Health (NIH) is not yet available.

Senate passes "International Protecting Girls by Preventing Child Marriage Act of 2011"

The Senate passed by voice vote the “International Protecting Girls by Preventing Child Marriage Act of 2011” (S. 414). Originally introduced in February of 2011, the bill states, among other things, that “child marriage undermines United States investments in foreign assistance . . . to reduce maternal and child mortality, reduce maternal illness, halt the transmission of HIV/AIDS [and] prevent gender-based violence.” The bill requires the President to establish a multi-year strategy to prevent child marriage and authorizes the President to implement a variety of foreign assistance programs directed at the needs of girls including “access to water and suitable hygiene facilities . . . [and] access to health care services and proper nutrition for adolescent girls.”

UPDATED – Senate Appropriations Committee approves FY 2013 State and Foreign Operations Appropriations Bill

The Senate Committee on Appropriations approved the FY 2013 State and Foreign Operations appropriations bill (S. 3241) by a vote of 29-1, and released a bill summary as well as a Committee Report (#112-172). The bill includes funding for U.S. global health programs at the U.S. Agency for International Development (USAID) and the State Department (see table below) comprising a significant portion of funding for the Global Health Initiative (total funding for the GHI is not currently available as some funding provided through USAID, HHS, and DoD are not yet available). The Senate bill would provide $8.5 billion to the GHI, $625 million more than the President’s FY13 request ($7.9 billion) and $461 million more than the House FY13 appropriations bill ($8.0 billion). It is also $311 million above the FY12 amount ($8.2 billion).

In addition, the committee approved an amendment introduced by Senator Frank Lautenberg (D-NJ) that would put into place a legislative repeal of the Mexico City Policy (also known as the “Global Gag Rule”).

Senate Appropriations Subcommittee releases summary of FY 2013 State and Foreign Operations Appropriations Bill

The Senate Committee on Appropriations, Subcommittee on the Department of State and Foreign Operations and Related Programs approved the FY 2013 State and Foreign Operations appropriations bill and released a bill summary. The bill includes funding for U.S. global health programs at the U.S. Agency for International Development (USAID) and the State Department comprising a significant portion of funding for the Global Health Initiative (total funding for the GHI is not currently available as some funding provided through USAID, HHS, and DoD are not yet available).

The Senate bill would provide $8.4 billion to the GHI, which is approximately $500 million more than the President’s FY13 request ($7.9 billion) and $400 million more than the House FY13 appropriations bill ($8.0 billion). It is also approximately $200 million above the FY12 amount ($8.2 billion). Of this, the Senate bill would provide the following:

  • HIV/AIDS bilateral: $4.25 billion, which is greater than the President’s Request ($4.0 billion), but below the House bill ($4.6 billion), which maintained the FY12 levels.*
  • Global Fund: $1.65 billion, which is equal to the President’s Request and greater than the House bill ($1.3 billion), which maintained the FY12 levels.*
  • Maternal & Child Health (MCH): $655 million, which is greater than the President’s Request ($578 million) and the House bill ($606 million), which maintained the FY12 levels.
  • Malaria: $650 million, which is greater than the President’s Request ($619 million), but the same as the House bill, which maintained the FY12 levels.
  • Tuberculosis: $265 million, which is greater than the President’s Request ($224 million) and the House bill ($236 million), which maintained the FY12 levels.
  • Pandemic: $75 million, which is greater than the President’s Request ($53 million) and the FY12 amount ($58 million). The House bill did not specify an amount.

In addition, the bill would provide $700 million in funding from all accounts for family planning and reproductive health (FP/RH) including $44.5 million in funding for the United Nations Population Fund (UNFPA). This is greater than the President’s request ($643 million) and the House bill ($461 million). It is also greater than FY12 levels ($661 million).

CBO releases cost estimate of "International Protecting Girls by Preventing Child Marriage Act of 2011"

The Congressional Budget Office (CBO) released a cost estimate of the “International Protecting Girls by Preventing Child Marriage Act of 2011” (S. 414). The CBO “estimates that implementing the bill would have a discretionary cost of $23 million over the 2013-2017 period, assuming appropriation of the necessary amounts.”

“Clean Cookstoves Support Act of 2012″ introduced in Senate

Senators Susan Collins (R-ME) and Richard Durbin (D-IL) introduced the “Clean Cookstoves Support Act of 2012” (S. 2515) to “promote the use of clean cookstoves and fuels to save lives, improve livelihoods, empower women, and combat harmful pollution by creating a thriving global market for clean and efficient household cooking solutions.” Among other things, the bill directs the State Department, United States Agency for International Development (USAID), Department of Health and Human Services (HHS), Department of Energy, and the Environmental Protection Agency (EPA) to “work to advance the goals and work of the Global Alliance for Clean Cookstoves” through research, diplomatic engagement, development efforts, and financing and authorizes appropriations for fiscal years 2013 through 2017 for these purposes.

Resolution supporting goals and ideals of World Malaria Day introduced in Senate

Senator Roger Wicker (R-MS) introduced a resolution (S. Res. 429) supporting the goals and ideals of World Malaria Day. Among other things, the resolution commends efforts by the President’s Malaria Initiative (PMI) and the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) and “supports continued leadership by the United States in bilateral, multilateral, and private sector efforts to combat malaria as a critical part of the President’s Global Health Initiative.”
