Foreign assistance reform bill introduced in House

Representative Howard Berman (D-CA, 28th) introduced the “Global Partnership Act of 2012” (H.R. 6644). According to a press release from Representative Berman, the bill would reform the U.S. foreign aid system and replace “both the Foreign Assistance Act of 1961, which covers economic, and development assistance, and the Arms Export Control Act, which deals with arms sales and military aid” The proposed bill includes specific sections addressing maternal and child health, HIV/AIDS, tuberculosis, malaria, neglected tropical diseases, family planning and reproductive health, noncommunicable diseases, water, and food security.

President Obama announces partnership with Burma; includes health components

During the a trip to Burma, President Obama announced a new U.S.-Burma partnership that will, among other things, address health issues including: maternal and child health, health system strengthening, HIV/AIDS, tuberculosis, and malaria.

U.S. and Australia highlight global health issues during ministerial consultation

The U.S. and Australia released a Joint Communique at the conclusion of the Australia-United States Ministerial Consultation (AUSMIN) summarizing the priority issues discussed during the bilateral meeting. Among other things, the communique outlines joint efforts and plans to address global health issues including improving maternal and child health (MCH), reducing the risk and spread of emerging infectious diseases, control and elimination of malaria, and food security.

Senators Coons and Wicker announce creation of Senate Caucus on Malaria and Neglected Tropic Diseases

Senator Christopher Coons (D-DE) and Senator Roger Wicker (R-MS) announced that the Senate Malaria Working Group would become the Senate Caucus on Malaria and Neglected Tropical Diseases (NTDs), which “will focus on efforts to stem the global tide of 17 neglected tropical diseases including malaria.”

GAO releases report on drug quality in global health programs

The U.S. Government Accountability Office (GAO) released a report titled “Ensuring Drug Quality in Global Health Programs”, which “examined (1) the regulatory and policy requirements intended to ensure the quality of drugs procured with U.S. aid funds and (2) the systems in place to monitor drug quality in supply chains used by programs receiving U.S. foreign aid funds.” The GAO did not make any recommendations in this report.

Resolution supporting goals and ideals of World Malaria Day passed in Senate

The Senate passed by voice vote a resolution (S. Res. 429) introduced by Senator Roger Wicker (R-MS) supporting the goals and ideals of World Malaria Day. Among other things, the resolution commends efforts by the President’s Malaria Initiative (PMI) and the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) and “supports continued leadership by the United States in bilateral, multilateral, and private sector efforts to combat malaria as a critical part of the President’s Global Health Initiative.”

CDC releases "CDC Global Health Strategy 2012-2015"

The Centers for Disease Control and Prevention (CDC) released “CDC Global Health Strategy 2012-2015,” which outlines how the CDC plans to work towards four specific goals: improving the health and well-being of people around the world, improving capabilities for preparing and responding to infectious diseases and emerging health threats, building country public health capacity, and maximizing organizational capacity.

CRS releases report on U.S. response to global malaria threat

The Congressional Research Service (CRS) released a report titled “U.S. Response to the Global Threat of Malaria: Basic Facts.” According to the summary, “[t]his report outlines basic facts related to global malaria, including characteristics of the epidemic and U.S. legislation, programs, funding, and partnerships related to the global response to malaria.”

Senate Appropriations Committee approves Labor HHS Appropriations Bill

The Senate Committee on Appropriations approved the FY 2013 Labor, Health & Human Services, Education and Related Agencies appropriations bill by a vote of 16-14. A report released by the committee provided the funding levels for global health programs at the Centers for Disease Control and Prevention (CDC), which comprises a portion of the Global Health Initiative (GHI) budget, and the John E. Fogarty International Center. Additional funding for global health programs and research conducted by the National Institutes of Health (NIH) is not yet available.
