At 9:30 a.m. ET Tuesday, Oct. 14, the Kaiser Family Foundation’s Commission on Medicaid and the Uninsured (KCMU) released its 14th annual 50-state Medicaid budget survey for state fiscal years 2014 and 2015. This report provides an overview of Medicaid financing and Medicaid spending and enrollment growth with a focus on state fiscal years 2014 and 2015 (FY 2014 and FY 2015.) Findings are based on interviews and data provided by state Medicaid directors as part of the 14th annual survey of Medicaid directors in all 50 states and the District of Columbia conducted by the Kaiser Commission on Medicaid and the Uninsured (KCMU) survey with Health Management Associates (HMA). Findings examine changes in overall enrollment and spending growth and also look at expansion versus non-expansion states.

Medicaid Spending Growth in the Great Recession and Its Aftermath, FY 2007-2012

This report presents data on changes in Medicaid’s enrollment and spending between federal fiscal year 2007 and federal fiscal year 2012, a period which includes the worst economic downturn in the United States since the Great Depression. The paper also examines what factors drove Medicaid spending over the period, and concludes that overall spending growth from 2007 to 2012 was driven largely by the enrollment growth that resulted from many people losing jobs and income during the recession. However, on a per enrollee basis, Medicaid spending has grown more slowly than other sectors of the health system.
