Senate Appropriations Committee releases legislation providing funding for remainder of FY13

The Senate Committee on Appropriations released proposed legislation to provide funding for the remainder of the 2013 Fiscal Year. The proposed legislation would provide funding for global health programs at the State Department and United States Agency for International Development (USAID) under a Continuing Resolution (CR). The proposed resolution calls for a 0.092% rescission to “security” appropriations, which includes global health funding at the State Department and USAID.  It also states that sequestration, if in effect, will continue to apply to each discretionary account.

**The FY 2012 enacted amounts for HIV/AIDS and the Global Fund were $4.493 billion and $1.050 billion, respectively. During FY 2012, however, the Administration transferred $250 million from the HIV/AIDS bilateral line to the Global Fund.
