“Ending the HIV/AIDS Epidemic Act of 2013″ introduced in House

Representative Barbara Lee (D-CA, 9th) introduced the “Ending the HIV/AIDS Epidemic Act of 2013″ (H.R. 3117). Among other things, the bill directs the President to create a “Global HIV/AIDS-Free Generation Strategy,” and establishes specific policies in the areas of operations research, coordination with other development programs, country ownership, and in support of developing country efforts to address legal and policy barriers to improve access to health care. The bill also repeals specific provisions in the reauthorizing legislation (Public Law #108-25) for the President’s Emergency Plan for AIDS Relief (PEPFAR) including the “conscience clause” requirement for assistance eligibility, limitations on the use of funds for assistance for sex workers, and the reporting requirement on activities promoting abstinence.
