On Tuesday, April 7, the Kaiser Family Foundation and the National Alliance of State and Territorial AIDS Directors (NASTAD) held a live webcast of the briefing to release the annual National ADAP Monitoring Project Report.
The webcast features an overview of the report’s key findings from co-authors Jen Kates, a Kaiser vice president and director of HIV policy, and Murray Penner, NASTAD’s deputy executive director of domestic programs.
Following the presentation, Ms. Kates moderates a panel discussion about the changing environment for ADAPs, including a look at the impact that the nation’s recession is having on the programs and their clients. The panel includes:
- Douglas Morgan, director, Division of Service Systems, HIV/AIDS Bureau, Health Resources and Services Administration;
- Heather Hauck, director, AIDS Administration, Maryland Department of Health and Mental Hygiene; and
- Murray Penner, NASTAD’s deputy executive director of domestic programs.

AIDS Drug Assistance Programs (ADAPs), authorized under the Ryan White Program, are the nation’s prescription drug safety-net for people living with HIV, serving some of the most vulnerable people in the United States. Based on a survey of ADAPs in the 50 states, the District of Columbia, territories, and associated jurisdictions, the report presents the most current and comprehensive look at these programs, including key trends over time, challenges facing ADAPs, and the reemergence of waiting lists for enrollment in some states.
