Health Insurance Costs and Federal Poverty Levels, 1996-2004
With health insurance premiums rising more rapidly than the federal poverty level, the protection offered the sickest and poorest Americans by programs like Medicaid and SCHIP with eligibility tied to the poverty line has not kept pace with rising health insurance costs over time.
